The mandate of the Free State Department of Police, Roads and Transport includes provincial traffic as one of the areas of exclusive provincial legislative competence listed in Schedule 5 of the Constitution of the Republic of South Africa, 1996. The key focus areas of the Department with regard to transport include;
Transport Operations
It is the responsibility of the Department to plan, regulate and facilitate the provision of transport services and infrastructure through own, provincial resources and through co-operation with national and local authorities, as well as the private sector in order to enhance the mobility of all communities particularly those currently without or with limited access. Strategic objectives relating to Transport Operations include;
The management of transport terminals such as inter-modal terminals, air passenger and freight terminals also fall within the scope of Transport Operations.
Transport Regulation
The Department is responsible to establish, manage, and maintain a safe and efficient road traffic system by providing high quality pro-active road traffic training, education, and Effective Road traffic law enforcement and to ensure that all privately and government owned vehicles registered in the province are licensed each year and that all drivers are appropriately authorized to drive their vehicles.
